Introduction
We live in an era of intellectual property hegemony where wars, though without actual guns, are fought
every day around the world. We are now witnessing a full-fledged transition from the era of ‘Geopolitics’,
in which international relations and hierarchies are divided according to geographical location, to the start
of the era of ‘Techpolitics’, in which technological superiority determines international politics.
In the midst of this phenomenon this year, Korea is facing an important turning point in the process of
becoming an intellectual property powerhouse. Digital intellectual property, which transcends borders and
ideologies, is presenting new intellectual property governance to the global economy. New areas of work
are arising, and existing operations now require greater sophistication and efficiency. Therefore, global
industrial competitiveness is expected to be determined in the field of digital intellectual property such as
big data and Artificial Intelligence (AI). The task of overcoming this transformation wave of digital intellectual
property will be crucial for Korea to secure technological hegemony and become a global intellectual
property powerhouse in the future.
In particular, Korea, a member of the "IP5," a global intellectual property community in advanced countries
including U.S., China, Japan and Europe, is expected to be tested on whether it has taken the leap forward
regarding the strengthening of intellectual property capacity to promote innovative growth in the future.
In the future competition between global countries, success or failure is expected to depend on which country
manages digital intellectual property properly.
The Financial News and the Korean Intellectual Property Office will hold the 12th International Intellectual
Property Protection Conference on June 9, 2022 (Thursday) at the Grand Ballroom on the 1st floor of the
Westin Josun Hotel in Sogong-dong, Seoul. Scholars all around the world gathers together to discuss the
topic of “A Leading Nation in Science and Technology, Asking for the Path of Intellectual Property”.
The event will be a great opportunity to check the scholars' opinions on methods to protect digital intellectual
property, such as AI and big data, and the utilization of new intellectual property fields.

President Kwang Hyung Lee is a futurologist who pioneered multidisciplinary studies and research at KAIST. He advocated that the convergence of information, biology, and nano-technologies would be critical for future industries, playing a crucial role in establishing the Department of Bio and Brain Engineering in 2001 and the Moon Soul Graduate School of Future Strategy in 2013. He then served as the inaugural head of both faculties. President Lee has extensive administrative experience at KAIST, serving as Associate Vice President of the International Office, and Associate Vice President of Academic Affairs since early 2001. He is also serving as a member of the Korea Presidential Education Committee. An ardent champion of entrepreneurship and startups, he has advised the first generations of KAIST startup entrepreneurs such as Nexon, IDIS, Neowiz, and Olaworks. President Lee, drawn to creative thinking and flipped learning, is famous for watching TV upside down. Such pioneering ideas and his unusual thinking style were modeled in the ‘eccentric professor’ role featured on the TV hit drama of ‘KAIST’ from 1999 to 2000. An alumnus who earned his MS in industrial engineering at KAIST in 1980 after completing his undergraduate studies at Seoul National University, President Lee joined the KAIST faculty in 1985 upon receiving his PhD in computer science from INSA de Lyon in France. A computer scientist as well as fuzzy theorist whose research area extends to AI, bioinformatics, fuzzy intelligent systems, and foresight methods, President Lee has published more than 70 papers in international journals and textbooks on system programming, fuzzy set theory and its applications, and three-dimensional creativity. He also invented a fuzzy elevator, subway operation controller, and AI transportation controller. A fellow at the Korea Academy of Science and Technology and the National Academy of Engineering of Korea, he was decorated by the Korean government and the French government in recognition of the innovative education and research initiatives he has pursued.

Alasdair has an unrivalled breadth of experience across the IP professions. A science and law graduate, he originally qualified as a barrister in the late 70s before going on to qualify as a patent attorney, a solicitor and a trade mark attorney. He is returning for a second term as CIPA President, having previously led the Institute in 2010-11. Alasdair worked to introduce and structure the then new professional regulator, IPReg, travelling the country as Vice-President, President and Immediate Past President to gain consensus across the profession over the implementation of the new regulatory regime. Since then he has kept an eye on regulation while promoting UK patent attorneys’ litigation skills (including working on CIPA’s first Litigation Skills Course and representing CIPA on the IP and Intellectual Property Enterprise Court User Committees), editing the CIPA Journal, assisting in organizing Congress, chairing various CIPA committees, speaking at seminars and generally working to ensure CIPA and the UK patent attorney profession both remain world class.

While serving as a professor in the Department of Technology Management at Konkuk university, he served as the Vice President of Strategy and Director of the Startup Support Foundation. He has served on several governmental committees, such as the National Science and Technology Commission, and the National Intellectual Property Commission, advising various government ministries and local governments. He has provided advice to various government-funded research institutes including KIST and ETRI, as well as universities and public companies such as KAIST, UNIST and Korea Health Promotion Institute. He recently served as the chairman of the 2nd National Intellectual Property Master Plan Policy Review Committee, and was elected president of the Korean Society for of Technology Commercialization & Scale Up. He has been contributing lectures and columns for businesses through SERICEO and a daily newspaper for several years.
He is a professor of law at Chung-Ang University School of Law in Seoul, Republic of Korea. He obtained an LLB and an LLM from Yonsei University in Seoul, an LLM in comparative Asian law from the University of Washington in Seattle (WA; USA), and a JSD in comparative civil procedure from Washington University in St. Louis (MO; USA). Also, he served as a visiting research at Georgetown University Law and a visiting scholar at Washington University School of Law. Currently, he is serving as the editor-in-chief of Korean Yearbook of International Law and of Culture, Media and Entertainment Law. Also, he is the president of the Association of Content Property for Next Generation and the Association of International Cultural Property Law. In addition, he is serving as a vice president of Korea Private International Law Commission, Expert Committee (for Emerging IP) at Presidential Council in Intellectual Property, AIPPI Standing Committee on GIs, ACHS ICH Network, and ILA Committee in Participation in Global Cultural Heritage Governance.
