Transition in the Global Financial Order: The Paradigm of Investment is Shifting
Introduction
The Financial News will host "2023 FIND (Financial Insight Network Days)" from April 18 to 20, 2023.
Since 2000, The Financial News has been a host to some of the most prestigious
financial and investment events in Asia, including the Seoul International Finance Forum
and the Seoul International A&D Conference.
This year, these two events will be combined into a more comprehensive event for
both industries called FIND, with the “FIND Night” for the financial industry taking place on the eve of the event.
The theme of 2023 FIND is "Competition for Global Hegemony and New Financial Order - Return of Financial Geopolitics."
The Bretton Woods system was established towards the end of World War II as an international
currency system in July 1944, which led to the rise of the US as the sole hegemon and the emergence of
free trade based on the US dollar. Although the gold standard was abolished in 1971, the US dollar continued
to maintain its dominance as a key currency for the following five decades, known as the "Bretton Woods 2.0" era.
The fall of the Berlin Wall in 1989 saw the US, an absolute hegemon, reshape the world order
by establishing international rules and standards for state-of-the-art technologies.
China's substantial growth within the US-created trade order has propelled it to G2 status,
signifying the emergence of a new world order. The deepening competition between the US and China,
as well as the Russo-Ukrainian War, is fragmenting the global community and regionalism is
becoming more prevalent. The international financial order that has bound the world together thus far is
also changing. At this critical juncture, we must anticipate what will happen next.
Will the US establish a new direction for international financial markets?
Will China emerge as a new challenger? Or will there be a third way?
On April 19th, the 24th Seoul International Financial Forum will be held to discuss the direction in which
the Korean economy and finance should move in the era of deglobalization amidst the U.S.-China power struggle
and the Russo-Ukrainian War, where the world is divided and a new order centered around regions is emerging.
This forum is expected to be a valuable opportunity to explore the direction of the Korean economy and
finance through communication with domestic and international scholars.
On April 20th, the Seoul International A&D Conference will address the recent changes in the global investment
landscape brought about by the "America First" stance adopted by both former U.S. President Donald Trump
and current President Joe Biden. The focus has now shifted from "resource efficiency" to "economic security,"
giving more importance to U.S. technology over imported resources.
The conference aims to examine the impact of this change while also exploring
alternative investment trends across the world.

Dr. SaKong is Chairman Emeritus of the Institute for Global Economics (IGE), a private non-profit research institute he founded in Seoul, Korea, 1993. He served in the government of the Republic of Korea asMinister of Finance (1987-1988), Senior Secretary to thePresident for Economic Affairs (1983-1987), Ambassador for International Economy and Trade (2000-2002), Member of the Presidential Council of National Economic Affairs (2001-2004), Special Economic Adviser to the President (2008-2009), Chairman of the Presidential Council on National Competitiveness (2008-2009), and Chairman of the Presidential Committee for the G20 Summit (2009-2011), and Chairman of the Korea International Trade Association(with more than 72,000 trading firms) (2009-2012). He also served as Special Consultant to the International Monetary Fund (1989-1995), Member of International Advisory Panel of the East-West Center of the U.S.A (1997-2002), Board Member of the East-West Center (2002-2013), Memberof Council of Senior Fellows of Salzburg Seminar, U.S.A., (1997-present), Chairman of the Asia-Europe(ASEM) Vision Group (1998-2000) (consisted of 26 members appointed by their respective governments of Asia and Europe and mandated by Prime Minister Tony Blair in London, 1998), and Chairman of Emerging Markets Eminent Persons Group (2000-2001)(consisted of 11 former finance ministers, central bank governors and senior policy makers from Asia,Africa and Latin America.) Dr. SaKong taught economics and finance at New York University (1969-1973) and Sheffield University (on leave from New York University) (1971-1972). He also taught at Korea University as Distinguished Professor (2003-2007). He was Senior Fellow, Vice President of the Korea Development Institute (KDI, 1973-1983), President of the Korea Institute for Industrial Economics and Trade(KIET, 1983), Korea’s leading economic policy think tanks for the government. Visiting Fellow of Institute of International Economics (IIE) (currently Peterson Institute for International Economics(PIIE)(1989-1991), and Guest Scholar of Brookings Institution (1989). Dr. SaKong authored/edited 30 some books and monographs and published numerous articles in renowned academic journals. He was a regular columnist for major daily newspapers in Korea for the last 3 decades. He also has been occasionally contributing to major international newspapers and professional journals. He received various honors and prizes, including the Korean government's highest Order of Civil Service Merit “Blue Stripes (1990)", the Korean government's highest Order of Civil Merit “Mugunghwa Medal” (2012) and 2nd highest “Moran Medal” (1983), the Republic of China's Order of the Brilliant Star with Grand Cordon (1987), the Kingdom of Belgium's Order of the Crown (1986) and Korea University's Grand Prize for Distinguished Policy Makers (2002). Dr. SaKong graduated from Seoul National University (1964) and received his Master’s (1966) and Doctoral (1969) degrees from University of California at Los Angeles (UCLA).
Zoltan Pozsar is a managing director, the Global Head of Interest Rate Strategy and a member of the global Investment Committee at Credit Suisse based in New York. Before joining Credit Suisse in 2015, he was a senior advisor at the U.S. Treasury, and a visiting scholar at the IMF. During the Great Financial Crisis of 2008, he was the Head of Market Intelligence for Securitized Funding Markets at the Federal Reserve Bank of New York, serving as the point person for officials at the White House, the Treasury and the Federal Reserve Board on market developments and advising on the design of the liquidity facilities that were built to backstop the global financial system. Zoltan Pozsar’s work has been influencing policymakers and investors for decades. In 2009, while working at the Federal Reserve, he created the map of the shadow banking system, which led the G20 to embark on regulating the shadow banking system. Today, he is the most widely followed investment strategist in the world. In the wake of the freezing of Russia’s FX reserves, his prediction that we are seeing the birth of Bretton Woods III – a new monetary order where gold, commodities and digital currencies will serve as anchors – went viral globally. He became a hashtag on Twitter (#Zoltan) and is referred to as “Zoltan the Money God” on Chinese social media platforms
Professor Chris Miller is an expert on international politics, economics, and technology. He is the author, of Chip War: The Fight for the World’s Most Critical Technology, a book that explains how computer chips have made the modern world—and how the U.S. and China are struggling for control over this fundamental technology. A handful of companies contro lthe manufacturing of all the world’s semiconductors,giving them a chokehold over the computing power on which everything from the biggest data centers to the tiniest Internet-of-Things devices depend. The future of computing, the book argues, will be determined by who controls the ability to produce the world’s most advanced chips. Chip War won Financial Times' Best Business Book of the Year award and was described by The New York Times as a “a nonfiction thriller.” Miller serves as associate professor of international history at The Fletcher School at Tufts University and co-director of the school's Russia and Eurasia Program. He also serves as visiting fellow at the American Enterprise Institute and Eurasia Director of the Foreign Policy Research Institute, a leading think tank, where he researches and writes on trends in international politics. He is also a Director at Greenmantle, a New York and London-based macroeconomic and geopolitical consulting firm that advises some of the world’s largest hedge funds, venture capital firms, asset managers, and corporations. Professor Miller’s previous books explored major trends in politics and economics that shaped the contemporary world. His book Putinomics: Power and Money in Resurgent Russia explores the origins of Vladimir Putin’s rule over Russia and the economic impact Putin has had. Miller’s book We Shall Be Masters examines major shifts in geopolitics in Europe and Asia over the past three centuries, exploring the rise and fall of prior empires and how this legacy shapes Russia and China today. Miller’s first book, The Struggle to Save the Soviet Economy examined the collapse of the Soviet Union and global demise of socialism. Professor Miller frequently writes for newspapers and magazines such as The New York Times, The Wall Street Journal, Foreign Affairs, Foreign Policy, and many others. He has published academic articles in leading journals of international politics and economics. He has previously served as Associate Director of the Brady-Johnson Program in Grand Strategy at Yale, a lecturer at the New Economic School in Moscow, a visiting researcher at the Carnegie Moscow Center, a research associate at the Brookings Institution, and as a fellow at the German Marshall Fund's Transatlantic Academy. He received his Ph.D. and M.A. from Yale University and his B.A. in history from Harvard University.
Dr. Lee is currently a Senior Research Fellow of the Innovative Finance Research Division at the Korea Institute of Finance. The Institute is the most prominent institution in Korea that specializes in financial research. It provides policy reports to, but not limited to, the Office of the President, Ministry of Strategy and Finance, Financial Services Commission, Financial Supervisory Service, Korea Financial Intelligence Unit and various other financial authorities. He has contributed to various columns in the media and his publications have been published in the Seoul Journal of Economics, Korean Journal of Industrial Organization, Journal of Economic Theory and Econometrics. He is a distinguished expert in the area of international finance, cryptocurrency finance, North Korea finance, anti-money laundering and countering of terrorist financing(AML-CFT). Dr. Lee began his career in the financial sector at the Bank of Korea, where he worked as a portfolio manager in the Reserves Management Office from 1995 to 1999. During the summer of 1997, Dr. Lee worked as a summer associate at Goldman Sachs, NY. He also worked for the NBER as a research assistant during 2004~2005. He has several committee member experiences. He was a member of the Active Global Fixed Income Search Committee at the Korea Investment Corporation (KIC) in 2007. He was also a committee member of the Investment Policy Experts Committee of the NPS (National Pension Service) during 2018~2020. He is currently a member of the Financial Hub Promotion Committee at the FSC(Financial Services Commission), AML-CFT Policy Advisory Committee at the FIU(Financial Intelligence Unit) and a non-permanent member of the Exchange Rate Risk Management Committee at the Korea Land and Housing Corporation. He was also a visiting scholar to the School of Advanced International Studies at Johns Hopkins University during Jan 2012~ Jan 2013. Dr. Lee has also received several public awards. First, he was awarded The Civil Merit Medal on Nov. 2021 by the President of the Republic of Korea for his outstanding contribution and achievements in the area of AML-CFT policy framework. On Dec. 2020, he was awarded the Minister’s Commendation by the Ministry of Strategy and Finance for his outstanding contributions to North Korea financial research. Lastly, the Commissioner’s Commendation by the Financial Services Commission was awarded for his outstanding academic contributions to AML-CFT policies on Nov. 2015. Dr. XU Bin is Professor of Economics and Finance, Wu Jinglian Chair Professor in Economics at CEIBS, and served as Associate Dean for Research at CEIBS for a decade (2011-2021). He received his Bachelor and Master degrees from Fudan University and PhD in Economics from Columbia University. Before joining CEIBS, Dr. XU was a tenured faculty member of the University of Florida. He also taught as a visiting professor at the University of Virginia, and worked as a consultant for the International Monetary Fund and the World Bank. Dr. XU’s current research focuses on the global and Chinese economy, multinational enterprises in China, and trade and finance Issues of emerging markets. He has published extensively in both international and Chinese journals, and was named to the “2021 List of Highly-Cited Chinese Researchers” by Elsevier. Dr. XU is the author of two books, International Trade and Applying Macroeconomics, and the founding editor-in-chief of CEIBS Frontier Views Book Series. Dr. XU teaches macroeconomics, China and the global economy, and international finance, and has been invited to give speeches on the Chinese economy for executives of multinational companies and Chinese companies. Dr. XU is a four-time recipient of CEIBS Teaching Excellence Award and the recipient of the prestigious CEIBS Medal for Teaching Excellence.
Kwanho Shin is Professor of Economics at Korea University and a CESifo Research Fellow of University of Munich. He received his B.A. and M.A. in economics from Seoul National University and Ph.D. in economics from UCLA. He was Assistant Professor at the University of Kansas for four years and occasionally taught at UCLA, Claremont Graduate University and Claremont McKenna College as a visiting professor. He was elected as "One of the Fifty Future Leaders in Korea” by the Seoul Economic Daily in 2010, a “MaeKyung Economist” by the Maeil Business Newspaper in 2011 and a “Dasan Economist Prize” winner by The Korean Economic Daily in 2020. He also served as a council member for the National Economic Advisory Council from 2010 to 2011. He has published widely on the subjects of business cycles, growth, monetary economics, finance, international finance and labor economics in a number of leading academic journals including American Economic Review, Journal of Monetary Economics, Journal of Econometrics, Journal of Money, Credit and Banking, Journal of International Economics, Journal of International Money and Finance, Journal of Banking and Finance and Journal of Labor Economics.
You Seung-min is the head of the Global Investment Strategy Team and Geopolitical Research Team. He joined Seoul Securities in 1994 and has been working at Samsung Securities since 1999. Now he is working as chief strategist in charge of global asset allocation. Mr. You was the first expert in geopolitical analysis in the Korea securities industry, and he is also a consultant to the government and various businesses. He had a master's degree in business administration from Korea University and graduated his Ph.D. in North Korean studies
A national of Cameroon, Christian Ebeke is currently the Deputy Head of the Macro-Policy Division in the Strategy, Policy, and Review Department at the International Monetary Fund (IMF). Prior to this appointment, he was a Senior Economist in the IMF’s Central African Republic team between 2021 and 2022. Between 2017 and 2021, he served as the IMF’s Deputy Resident Representative to the European Union, and led various workstreams, including on Brexit, the COVID-19 pandemic, climate change, and regional inequality. Prior to representing the IMF in the European Union, he previously worked as an economist in the euro area team, focusing on macroeconomic surveillance and structural reforms issues. At the Fund, he has undertaken numerous other assignments, including economist in the euro area division, the Poland team, and reviewing low-income countries’ programs. Christian Ebeke has published papers in top academic journals on a wide range of topics, holds a Ph.D. in economics from the University of Auvergne in France, and joined the IMF in 2011

Mr. Ted Oh is the head of NH I&S Research Division. He has worked as a strategy analyst for 23 years and has been voted for Best Analyst from diverse publishers for many years. Mr. Oh replaced Mr. Changmok Lee as Mr. Lee moved to Corporate Strategy Group. Mr Oh has led the Research Division since 2021. He holds a bachelor degree in economics and an MBA degree from Sogang University in Seoul.
Olivia Wassenaar is a Partner, Head of Sustainable Investing and Head of Natural Resources at Apollo. As Head of Apollo’s Sustainable Investing platform, Olivia leads the Firm’s multi-asset investment strategy focused on financing and investing in the energy transition and decarbonization of industry. The platform spans the Firm’s equity, hybrid and yield businesses as it targets deploying $50 billion in clean energy and climate capital over the next five years and $100 billion by 2030. Olivia’s investments at Apollo have focused on the energy transition, and she serves on the boards of several Apollo funds’ portfolio companies including FlexGen, Graanul, Takkion and Total Operations and Production Services (TOPS). Olivia also co-chairs Apollo’s DE&I Steering Group.
Cameron Joyce has 13 years of experience in the investment industry and is currently part of Preqin’s Research Insights team based in London. He previously worked on the international equity desk of one of the largest pension funds in Latin America where he managed a $5bn allocation to Emerging Market equities in Asia. Cameron later went on to work for a Vietnam based investment bank, writing investment research for global institutional clients. Cameron is also a CFA Charterholder and an Economics graduate from the University of Manchester.

Mr. Kim is a Managing Director on the Head of Vietnam at STIC Investments. He is based in Ho Chi Minh City. <Experience> 2Prior to joining the firm in 2019, Mr. Kim worked as an investment manager at Green Egg Investment and Hanwha Life Insurance. He also worked as a management consultant at KPMG and PwC. <Education> Mr. Kim received a BA in Business Administration from Seoul National University.
Lee Kyung Sik is a president of the Korea Exchange and head of the Derivatives Market. He served as a deputy governor of the Financial Supervisory Service for two years by 2022, and until then, he served as a director of the Capital Market Supervision Department, director of Asset Management Supervision Department at the Financial Supervisory Service.
Mr. Jain is currently heading Institutional Business (Equity and Fixed Income) at Mirae Asset Capital Markets (India) Pvt. Ltd. He has around two decades of industry experience. Prior to joining Mirae, he was with AxisCapital Ltd. He has also worked with Mitsubishi UFJ Morgan Stanley Securities. He holds Securities and Futures Certificate from Hong Kong Securities and Investment Institute (HKSI). Mr. Jain is an engineer from IIT Madras and MBA from Purdue University.

Over 15 years of experience in Equity Derivatives Trading. 6 years in Hong Kong as an Exotic Single Stock Trader for Nomura International, and as a Broker for Sunrise. 10 years of experience in Korea. Started as an ELS trader for Korea Investment & Securities, trading mostly options on global indices and foreign stocks. For the past 5 years, working at Mirae as the Head of Structured Derivatives Trading, then as the Vice Head of the Derivatives division.
