Introduction
The year 2026 marks a critical turning point for Korea’s financial sector.
Domestically, productivity stagnation driven by demographic changes is becoming more pronounced. Externally, intensifying competition for leadership in artificial intelligence (AI) is rapidly reshaping the roles and boundaries between industry, technology, and finance.
In particular, how capital is designed and allocated to support industrial transformation and productivity growth has emerged as a key factor determining national competitiveness.
Against this backdrop, The Finanacial News, a leading financial nespaper, will host FIND ( Financial Insight Network Days) 2026 on April 22 (Wed) - 23 (Thu) at the Grand Ballroom, Fairmont Ambassador Seoul in Yeouido, Seoul. Find 2026 adopts the theme “The Big Wave Shaping the Future of Korean Finance”.
The first “wave” highlighted by FIND 2026 is productive finance—moving beyond loan-based finance toward investment that supports industrial growth and productivity. The construction of the London Underground in the 1860s was more than a transportation project; it became a driving force behind the growth of London’s financial sector. Despite being a high-risk project with low returns and decades-long payback periods, it was made possible through long-term private investment and venture capital. The expansion of transport infrastructure laid the foundation for London to emerge as a leading financial hub in Europe. Today, Korea’s financial sector is similarly expected to play a catalytic role—supporting industrial transformation and productivity growth.
Another “wave” is stablecoins, which are gaining attention as a starting point for the reconfiguration of the global financial order. In addition to U.S. dollar-based stablecoins already in circulation, euro-, yuan-, and yen-based stablecoins are expected to emerge this year. The expansion of stablecoins is likely to have an impact not only on payments, remittances, and trade, but also on capital flows, financial infrastructure, and the broader international monetary system. As a non-reserve-currency economy, Korea now stands at a point where it must begin to formulate its strategy for digital assets, including stablecoins.
As one of Asia’s leading financial and investment events, FIND 2026 will bring together experts from Korea and around the world to explore how to respond to these “waves.” During the event, a networking program, “FIND Night,” will also be held to facilitate exchanges among financial professionals.

Mr. Takehiko Nakao is currently Adviser, Sumitomo Corporation and Chairman, Center for International Economy and Strategy. He is also an executive board member (external) of the Daiichi Life Insurance, Ltd. Concurrently, he teaches as Visiting Professor at the National Graduate Institute for Policy Studies (GRIPS) and Graduate School of Public Policy, the University of Tokyo. He is a member of the Trilateral Commission, Board of Governors of Asian Institute of Management (Manila), the Japan Corporate Governance Network, and several other international and Japanese non-profit organizations. Before assuming the current job on August 1, 2024, he was Chairman of the Institute at Mizuho Research & Technologies, Ltd. From April 2013 to January 2020, Mr. Nakao served as President of the Asian Development Bank (ADB), which is based in Manila with membership of 69 countries including 46 regional developing economies. Mr. Nakao was the Vice Minister of Finance for International Affairs between 2011 and 2013, and in charge of foreign exchange markets, G20 and G7 processes, ASEAN+3 financial cooperation, and bilateral financial relations with the US, Asian, and others. Mr. Nakao has gained extensive experience in international finance, budget, tax policy, and financial market since he joined the Ministry of Finance in 1978. He was assigned as Minister at the Embassy of Japan in Washington D.C. between 2005 and 2007, and worked as advisor at IMF's Policy Development and Review Department between 1994 and 1997. He has published books and numerous papers on financial and economic issues both in Japanese and English. His memoir “The Rise of Asia: Perspectives and Beyond” covering his ADB days as well as those of Vice Minister was published by ADB in July 2022 (available on ADB HP). He also took an initiative and was a lead editor for “Asia’s Journey to Prosperity: Policy, Market, and Technology over 50 Years”, published by ADB in January 2020 (available on ADB HP). Mr. Nakao holds a BA degree in Economics from the University of Tokyo (1978) and a Master of Business Administration from the University of California-Berkeley (1982).
Seung Beom Koh began his public service career in 1985 and served for 37 years and 5 months until his retirement as Chairman of the Financial Services Commission (FSC) in July 2022. Throughout his distinguished career, Mr. Koh held key positions at the current FSC, the Ministry of Economy and Finance, and the Bank of Korea, establishing himself as an expert in both finance and macroeconomics with extensive experience across the Korean financial sector. At the former Financial Supervisory Commission, the predecessor of the FSC, Mr. Koh served as Director of Supervisory Policy, Director of Banking Supervision, and Director of Non-Banking Supervision. Within the FSC, he held various senior roles including Director General of Financial Services (currently the Financial Industry Bureau), Director General of Financial Policy, Secretary General, and Standing Commissioner. In 2016, he was appointed as a member of the Monetary Policy Board of the Bank of Korea and served two consecutive terms until August 2021. In August 2021, he was appointed as the 8th Chairman of the FSC, overseeing national financial policy until his retirement in July 2022. During his time at the FSC, Mr. Koh accumulated comprehensive experience in banking, securities, asset management, insurance, and small and medium-sized financial institutions such as savings banks, specialized credit finance companies, and cooperative financial institutions. He was also deeply involved in corporate restructuring, household debt, and real estate-related policy matters over many years. He is currently providing advisory services across the financial sector through the Finance Group and the Future Finance Strategy Center. Matthew Grimes is a Managing Partner in Brookfield’s Infrastructure Group. In this role, Mr. Grimes is responsible for business development and transaction execution across Brookfield’s infrastructure funds in Asia Pacific. Prior to joining Brookfield in 2018, Mr. Grimes was an Associate Director with a Canadian pension plan investor and previously worked at a leading investment bank in Sydney, where he focused on the infrastructure sector. Lee Seonghoon (Paul Lee), CEO of Bitplanet, graduated from Stanford University with a degree in Biology and from Harvard Law School. He began his career at Lehman Brothers, where he experienced the 2008 financial crisis firsthand, including the firm’s collapse. He later worked as a corporate lawyer at Davis Polk & Wardwell, where he handled blockchain-related projects. With a career spanning more than two decades across the finance and technology fields, he currently serves as CEO of Partior, the blockchain-based market infrastructure for clearing and settlement.
Noritaka Okabe began his entrepreneurial journey in 2001 while studying at Hitotsubashi University, founding his first company and serving as Representative Director and Director/CTO. In 2017, he co-founded Real World Games Inc., where he held key positions including Director/CTO and CFO before continuing as a Director. In 2019, Okabe established Japan Cryptoasset Market, Inc. (now JPYC Inc.) and became its Representative Director. Since 2021, Okabe has led the issuance of the yen-denominated prepaid token “JPYC Prepaid.” That same year, he was appointed Visiting Professor at the Professional University of Information and Management for Innovation (iU) and Director of the Blockchain Collaborative Consortium (BCCC). He is a Professor at the College of Law at Gachon University and Director of the Center for AI, Data and Policy. He received his LL.B., LL.M., and Ph.D. in Law from Sungkyunkwan University, and an LL.M. from Duke University in the United States. He is admitted to the New York State Bar. He currently serves as President of the Korean Association of Informedia Law, President of the Korea Association for Artificial Intelligence and Law, and President of the Korea Association of Personal Data Professionals (KAPP). He previously served as President of the Personal Information Protection Law Association, Dean of the International College, and Dean for International Affairs at Gachon University. He is actively engaged as a leading expert in AI, data, and ICT law and policy both domestically and internationally. His roles include Member of the Judiciary’s AI Committee, Advisor to the National Assembly’s Special Committee on the Fourth Industrial Revolution, Policy Advisor to the National Security Office of the Presidential Office, and Chair of the Drafting Committee on Amendments to the Personal Information Protection Act under the Personal Information Protection Commission. He is also a Member of multiple dispute resolution bodies, including the Personal Information Dispute Mediation Committee, Consumer Dispute Mediation Commission, Telecommunications Dispute Mediation Committee, and Content Dispute Resolution Committee. Furthermore, he serves as an Arbitrator at the Korean Commercial Arbitration Board, a National Representative of Korea to the United Nations Commission on International Trade Law (UNCITRAL), and a Member of the OECD Expert Group on AI, Data, and Privacy. His major publications include <Personal Information Protection Act> (Lead Author, 2024), <Artificial Intelligence Law> (Editor-in-Chief, 2024), <EU Artificial Intelligence Act> (Lead Author, 2024), and <100 Leading Cases on Personal Data Protection> (Editor-in-Chief, 2022). In 1998, he published <Electronic Commerce and the Law>, the first specialized book on electronic commerce law in Korea.
